Proposed microFIT Ground-Mounted Solar Price Change

On Friday, July 2nd, the Ontario Power Authority (OPA) sent out a microFIT program Update with an announcement entitled: "New Price Category Proposed for microFIT Ground-Mounted Solar PV Projects". The OPA is proposing to place the ground-mounted systems into a separate pricing category from rooftop installations at a proposed rate of $0.588/kWh versus the current rate of $0.802/kWh.

The following statement was included in the OPA program Update e-mail:

"To help ensure the program remains sustainable the OPA has proposed a new price category for microFIT ground-mounted solar PV projects. Ground-mounted solar PV projects of 10 kilowatts or less will be eligible to receive a proposed price of 58.8 cents per kilowatt-hour (¢/kWh). Rooftop solar PV projects, as defined in the microFIT Rules, version 1.4, will continue to be eligible for 80.2 ¢/kWh.

The proposed new price category will better reflect the lower costs to install a ground-mounted solar PV project versus a rooftop project. It will provide a price that enables future project owners to recover costs of the projects as well as earn a reasonable return on their investment over the long term."

In an article published in the Toronto Star on July 2nd, entitled "Province blocks solar generation loophole" energy minister Brad Duguid is quoted as saying that the rate of return for a ground mount system is between 30-40 percent.

All of our extremely well informed and educated customers know that this is not the case. The rate of return provided by a Powerhouse Solar tracker is much more conservative and should not be singled out in this manner.

Powerhouse Solar will be actively participating in the OPA's "consultation" process and we have already been in contact with our local MPP and other authorities involved in this program.

For those who have submitted an application for microFIT, you should have received an email from the OPA stating that you need to provide additional information by August 16, 2010. We recommend that no one resubmit their application at this time and stay tuned for further announcements from Powerhouse Solar. We fear that resubmitting your application at this time will provide confirmation to the OPA that the proposed rate is acceptable. We have not resubmitted any of our applications at this time.
